Afghani PoppiesThe war on terror against countries the United States deems the Axis of Evil has impacted the war on opium. In Afghanistan, a major grower of poppies and trafficker of opium, the war on opium has all but ceased due to military activity in the Middle Eastern country. Actions including spraying the poppy fields with chemicals to kill the flowers are proposed measures as the war on opium advances again. This chemical spraying is be conducted from the air and hope to stop the opium trade at its sourcethe poppy fields. The State Department has requested a $750 million for an Afghanistan counter-narcotics program that is expected to be granted. An estimated $152 million of that aid is expected to be spent on the aerial poppy eradication program. The largest problem this Afghani opium eradication problem will encounter is the poverty and lack of economy in the country. Farmers choose to plant poppies instead of agricultural crops, such as wheat, grain, or barley because poppies provide a viable means for them to support their family. This program has come into fire by destroying crops instead of educating farmers and helping them restart their agricultural economy. Many problems arise when farmers have no means of getting their crop to market. A poor road infrastructure severely limits transportation in the country. On the other hand, is opium was a legal substance, the countrys economy would skyrocket. Boosting Afghanistans economy a suggested 60 percent, opium legalization would solve the countrys money problems. However, that is not a logical nor is it a reasonable option, but the other extremeelimination all poppy fields would nearly bankrupt many farmers. It is no secret the farmers of Afghanistan are not well off, and many just make enough on their meager salaries to feed and clothe their own families. These farmers are not the opium barons we think of, surrounded by a harem of jewel-clad women. These farmers are the foundation of the country, hardworking, and grossly underpaid. A more logical approach would be to target the warehouses and laboratories the poppies are stored in and the opium is extracted. These locations are not economically viable for the population like the poppy fields and are directly impacts the opium trade. The destruction of warehouses and laboratories associated with opium extraction do not affect the people of Afghanistan in the same manner as destruction of the poppy fields. In addition to destroying poppy fields, warehouses, and laboratories, the United States plan to donate time, money, and manpower to help rebuild the countrys agricultural economy. This help is aided by the recent election of President Hamid Karzai, giving Afghanistan the first step towards a democratic government. The United States will give Afghanistan tens of thousands of dollars to assist the rebuilding process. This money will provide farmers with education on planting crops other than poppies or plants that could potentially be used illicit drugs. This education will coincide with active crop planting campaigns to introduce species of plants that will grow well in Afghanistans climate and provide well for the countrys people. Additionally, an Afghan security force will be established with the purpose of being an opium and illicit substance watchdog. Training and education will be provided for those citizens accepted to join the security force, allowing for more opportunities for employment to the limited job options available in Afghanistan. Finally, specialized job training will take place to provide additionally employment opportunities to Afghan workers. This job training will include educating transportation workers on building new roads. This lack of basic road structure has put a strain on the economy and should be dealt with immediately. Using these measures, the United States hopes to combat the opium trade and revitalize the agriculture of Afghanistan.
